False Narrative: The Survival of Hamza bin Laden

An Unlikely Resurrection

In September 2024, a rumor gained traction on the fringes of internet news sources, and was rapidly repeated across social media. Hamza bin Laden, the favored son of Osama, was still functioning as an al-Qaida asset, having survived the 2019 drone strike that was said to have brought about his demise. The report in question was from the US version of the British tabloid The Mirror1. Within the article, the primary assertion is that Hamza remains alive, maintaining interoperability with various jihadist networks, while strengthening and rejuvenating al-Qaida. While based in Jalalabad, he and his older brother Abdullah bin Laden were said to have manifested and overseen at least ten new militant training facilities utilized by al-Qaida, across various Afghan provinces. He is described in stark and startling terms as a relevant and dangerous commander, and not a figurehead thriving on name alone.

Hamza bin Laden

Hamza was accused of fostering the relationship between al-Qaida and their Taliban hosts once again, attending conferences with their government figures, and being shielded by their forces. Obsessed with continuing his father’s violent cause, Hamza was reportedly preparing suicide operatives and assailants for operations against Western targets. A concerning portion of the article focused on the unsubstantiated theory that Hamza was aligning al-Qaida with ISIL militants in the region, precipitating a merging of the rival jihadists into a frightening unified movement. This even led to a fascinating exchange during a December 2024 House Foreign Affairs Committee hearing, in which Rep. Time Burchett (R-TN), questioned then Secretary of State Anthony Blinken about the Taliban potentially sheltering and allowing al-Qaida to train and revitalize. The Congressman pressed the Secretary on the relationships between the three distinct organizations: al-Qaida, ISIL, and the Taliban. When asked directly if Hamza bin Laden were still alive, Secretary Blinken interestingly responded that he could not answer “definitively2.” While this does not prove that Hamza survived the drone strike, it is notable that from a public State Department perspective, the assassination remained publicly unconfirmed. This could be due to classification restrictions or merely an absence of releasable evidence.

A Tabloid and a Dearth of Evidence

However, despite the revelatory nature of the article, The Mirror only cited unverifiable, ostensible “Western” intelligence analyses. Indeed, the resulting story was rife with questionable claims. For example, Abdullah bin Laden, as a youth, was incredibly disenchanted with his father’s rustic lifestyle abroad, despite the attention bestowed upon him3. From the mid-1990s onward, Abdullah disavowed his father and his activities, refusing to maintain contact with the al-Qaida commander4. Therefore, it seems overwhelmingly unlikely that Abdullah would, at a later stage in life, recant and willingly engage with his younger brother in revamping militant activity in al-Qaida camps within the Taliban administered nation. While the Mirror simultaneously implied that Hamza was rooted in Iran, the article also maintained that Hamza was utilizing Afghan safe havens alongside Saif al-Adel, despite the clear analytical consensus that the latter remained stationed in Iran5.

The dearth of supporting evidence is even more revealing. In the time since the 2019 announcement of his assassination, Hamza bin Laden has never been referenced in al-Qaida releases or propaganda as alive, nor has he been profiled by the organization in a leadership capacity. There are no video, audio, or written releases from the younger bin Laden during this time frame either. American authorities have not revealed internal al-Qaida communications pertaining to Hamza, nor have there been leaked documents displaying such discussions. This is not the expected behavior pattern of a terrorist network in the midst of resurgence under the son of their former revered “emir.”

No US or foreign intelligence, justice, or diplomatic entities have made statements as to his survival, whereabouts, or re-engagement with al-Qaida. UN monitoring reports have referenced the revival of the training camps, and even listed some current al-Qaida commanders, but have not yet acknowledged Hamza bin Laden resuming militant activities. Further, there appear to be no reports from major and reliable media outlets citing these supposed intelligence documents. Nor are there academic or security publications repeating the suspicious claim as basis for their analyses on the subject of an al-Qaida regeneration.

The Fault in Vague Reporting

The US Department of State, Rewards for Justice program proclaimed a bounty of $1 million for the apprehension or elimination of Hamza bin Laden on February 28, 20196. Within the year, on September 14, 2019, President Trump via a brief and cursory White House press release, announced the death of Hamza bin Laden in the “Afghanistan/Pakistan” region during an unspecified counterterrorism operation 7. The statement solidified that Hamza was coordinating with other militant networks, and within the release, he was described as an actual leadership figure in the organization, bolstered by the symbolism of his name. A lack of additional details allowed for conjecture on the matter to spiral, assessed as a product of the brevity, vagueness, and even the certainty of the issuance, regarding such a potentially meaningful militant.

Later there were at least two locations given for air assaults alleged to be the culprit operation from the announcement. The Mirror article relayed that an airstrike in Ghazni, Afghanistan was the corresponding mission. The erstwhile chief of the Afghan National Directorate of Security, Rahmatullah Nabil, stated unequivocally on his social media that Hamza bin Laden was slain in a drone strike which occurred across the border in Ghuzghuri, Kurram agency, in tribal Pakistan8. According to Nabil, the 2019 event also claimed the life of Qari Zakir, the Haqqani Network suicide operations director. Intriguingly and if true, this exemplifies what we assess was a concerted effort by the Haqqani Network to contain, control, and manipulate al-Qaida for their own benefit. To emphasize this point, the Mirror article stated that Hamza’s fourth wife was born of the Haqqani brood. This is further seen in the fact that the Haqqani family was actively harboring Ayman al-Zawahiri in one of their compounds in Kabul prior to his own assassination via drone9. While it is possible that the Haqqanis would permit Hamza to maintain movement to and from, as well as preserve deep linkages with Iranian authorities (due to the gradual normalization of diplomacy between the two entities), it is assessed that the former would strive to maintain tighter control over a malleable resurgent al-Qaida infrastructure.

The President’s announcement concerning Hamza failed to provide sufficient evidence beyond the respected authority of the White House itself and their press releases. Nonetheless, we must assume that for the President to make such a bold claim there must be some supporting classified evidence and intelligence. Hamza’s wanted poster on the Rewards for Justice website was even removed. This is not to proclaim that intelligence assessments of successful strikes are without fault. There have of course been instances where a militant is reported deceased by the US in some formal capacity, only to be revealed later to have survived. Abu Wafa al-Saudi in 2008, and Abdulhaq al-Turkistani in 2010, are the most pertinent examples. Herein however, we assess the supposed survival of Hamza bin Laden to be a false narrative utilized by unreliable social media personalities to benefit various political agendas, as opposed to an operational fact and present danger to American interests.

  1. AQAP senior leader Ibrahim al-Qosi actually confirmed Hamza’s death in 2021 in his book “Fragments From the History of al-Qaeda”. He used the phrase “May Allah accept him” when mentioning Hamza. Despite this, we still have so-called “experts” like Sarah Adams insisting that Hamza is alive and the new leader of al-Qaeda instead of Saif al-Adel.
